Founder & Clinical Director | Psychiatric Mental Health Nurse Practitioner (New York)

I’m Peter R. Bourque Jr., a Board-Certified Psychiatric-Mental Health Nurse Practitioner (PMHNP-BC) licensed in New York State and the Founder and Clinical Director of our practice. I built this practice alongside my wife, Jocelyn R. Bourque, with the shared goal of providing accessible, compassionate, and high-quality psychiatric care through secure, HIPAA-compliant telehealth services across New York State.

I have over 13 years of experience providing psychiatric evaluation and medication management for adults and young adults. My clinical approach is evidence-based, outcomes-focused, and individualized, with careful attention to diagnostic accuracy, treatment response, and patient safety. Care is delivered through a secure virtual platform, allowing patients throughout New York to access consistent, confidential psychiatric treatment without geographic barriers.

My clinical style is approachable, collaborative, and patient-centered. I prioritize creating a supportive environment where individuals feel heard, respected, and actively involved in their care. I take time to understand each person’s symptoms, history, and treatment goals, and I believe effective psychiatric care is built on trust, clear communication, and shared decision-making.

 

I commonly treat anxiety disorders, depression, ADHD, bipolar disorder, obsessive-compulsive disorder (OCD), post-traumatic stress disorder (PTSD), trauma-related conditions, stress-related disorders, and substance use concerns. Treatment plans are tailored to each individual and may include psychiatric medication management, education, and coordination with therapists or other healthcare providers when clinically appropriate.

As Founder and Clinical Director, I oversee clinical operations and maintain responsibility for diagnostic decision-making, treatment planning, and medication management. I also provide direct clinical supervision to advanced practice trainees and collaborate closely with clinical and administrative teams to ensure services meet New York State regulations, CMS standards, and commercial payer requirements.

In addition to clinical practice, I provide expert witness consulting and psychiatric case review for mental health-related legal matters, offering objective, ethically grounded clinical opinions within my scope of practice.

I remain deeply committed to expanding access to trusted psychiatric care in New York and supporting individuals as they work toward improved stability, confidence, and long-term mental well-being.

Chief Operating Officer & Practice Manager | Co-Founder

I’m Jocelyn R. Bourque, the Chief Operating Officer and Practice Manager of our organization. I co-founded this practice alongside my husband, Peter R. Bourque Jr., with a shared vision of making mental health care more accessible, compassionate, and human-centered for individuals across New York State.

In my role, I oversee the systems, structure, and strategy that support every aspect of our virtual practice. I manage daily operations, clinical workflows, telehealth infrastructure, licensing and compliance processes, onboarding, billing operations, and the secure administrative systems that ensure patients receive attentive, efficient, and HIPAA-compliant care. My focus is on building a strong operational foundation so our clinicians can concentrate fully on providing high-quality psychiatric services.

I bring extensive experience in business operations, quality control, customer service, vendor management, marketing, website development, and finance. My background includes working with highly regulated industries, managing complex workflows, maintaining compliance standards, and supporting remote teams—skills that translate directly into the operational excellence required for a modern telehealth mental health practice

My leadership style is enthusiastic, supportive, and highly organized. I value clear communication, collaboration, and thoughtful systems design, and I take pride in creating an environment where both patients and staff feel supported and respected. Whether I’m guiding internal teams, improving patient experience, or strengthening internal processes, my goal is to ensure every interaction with our practice is seamless, professional, and trustworthy.

As Co-Founder and Practice Manager, I helped establish the core values that guide our team today—accessibility, integrity, compassion, and patient-centered care. I work closely with both clinical and administrative staff to maintain efficient operations, uphold regulatory and payer compliance, and support the continued growth and excellence of our practice.

I remain deeply committed to expanding access to secure, high-quality telehealth mental health services and to building systems that empower both patients and providers in a fully virtual care environment.

Adult-Gerontology Nurse Practitioner | PMHNP Student-Intern (Supervised by Peter R. Bourque Jr. MSN, APRN, PMHNP-BC)

I’m Jennifer Casilla, a Board-Certified Adult-Gerontology Nurse Practitioner (AGNP-BC) licensed in New York State and a Psychiatric Mental Health Nurse Practitioner (PMHNP) post-master’s student currently completing supervised psychiatric clinical training.

I am completing my PMHNP training under the direct supervision of Peter R. Bourque Jr., PMHNP-BC, Founder and Clinical Director of the practice. My participation in psychiatric care is provided in accordance with New York State scope-of-practice regulations, clinical supervision standards, and commercial payer requirements.

As an Adult-Gerontology Nurse Practitioner in New York, I bring a strong foundation in comprehensive medical assessment, differential diagnosis, and whole-person care. My clinical background includes hospital medicine, emergency care, primary care, and community health, allowing me to approach mental health treatment with an integrated medical and psychiatric perspective.

In my role as a PMHNP student-intern providing telehealth services in New York, I work closely with my supervising clinician to support psychiatric evaluations, treatment planning, and follow-up care. All diagnostic determinations and medication management decisions are reviewed, directed, and overseen by the supervising PMHNP. Services are delivered through a secure, HIPAA-compliant telehealth platform to ensure patient privacy, safety, and regulatory compliance.

My clinical style is warm, attentive, and collaborative. I strive to create a supportive environment where adults and young adults feel comfortable, respected, and actively involved in their care. I value clear communication, patient education, and shared decision-making as essential components of effective mental health treatment.

In addition to my clinical role, I serve as a nursing clinical instructor at multiple academic institutions in New York, teaching and mentoring nursing students in undergraduate and practical nursing programs. This work reinforces my commitment to evidence-based practice, ethical care, and continuous professional development.

I am passionate about supporting adults and young adults as they work toward greater emotional stability, clarity, and overall well-being. My goal is to provide empathetic, professional, and patient-centered care while maintaining the highest standards of clinical oversight and quality.

Jennifer Casilla, AGNP-C, is a Psychiatric Mental Health Nurse Practitioner post-master’s student-intern. She provides services under the supervision of Peter R. Bourque Jr., PMHNP-BC, in compliance with New York State regulations and payer requirements. Jennifer does not practice independently as a PMHNP. All psychiatric evaluations, diagnoses, and medication management decisions are overseen by the supervising clinician.

I’m Merina Beltran, the Patient Support Specialist for our virtual mental health practice. I’m friendly, organized, and detail‑oriented, and I’m committed to creating a welcoming, supportive experience for every person who reaches out to us. As the first point of contact for our patients, I take pride in ensuring they feel cared for and guided from the very beginning of their virtual care journey.

I work primarily during the day, helping patients with virtual scheduling, secure messaging, and general inquiries. I’m skilled in managing digital front‑desk operations and keeping our remote systems running smoothly behind the scenes so patients receive clear communication and timely support.

I’m known for maintaining a positive attitude, multitasking in fast‑paced environments, and providing reliable administrative assistance to our team. My goal is always to represent Peter Bourque NP with warmth, clarity, and exceptional service.

I’m dedicated to helping patients feel comfortable, informed, and supported as they navigate their care with us in a fully virtual setting.

In my role, I assist with virtual scheduling, patient communication, secure messaging, and the administrative tasks that keep our telehealth operations running seamlessly. I’m detail‑oriented, dependable, and committed to handling every interaction with clarity, professionalism, and care—whether someone is requesting an appointment, asking a question, or navigating our digital systems.

I’m known for staying composed in fast‑paced environments, multitasking effectively, and providing consistent support to both patients and staff. My goal is to help each person feel heard, respected, and well‑supported as they move through their virtual care experience.
